What is the politics of a spy organization?

A good question is one where it’s hard to know the answer. The stock answer, same as THE scientists', is: no politics - we are 

   -   above politics   -

But it’s this aboveness that worries me. 

Exhibit A: Mueller’s bungling 7-year investigation/cover-up of Anthrax's origin which succeeded in protecting scientist culture gone mad instead of exposing it.

Exhibit B: The non-decision by the US’s top Intelligence agencies re Covid's origin  - where they told us the origin may never be found - though we’re not allowed to see the evidence they looked at.at - or didn't.  We don’t even know if they’ve grilled the chief suspects.

Below is an exercise in stating the obvious - but so was saying Covid may have leaked from the right-next-door lab GoFFing-out deadly bat viruses - or saying world-leading expert/WHO investigator Pete Dazza Daszak was a charlatandodgy - so it’s worth setting down:

A secret security organization: 

• ’s mission is to guard National Security - identify/combat threats -  maintain/expand the established power structure - the Order.
  
• is a public service career job. The Great Un-elected. They watch politicians cycle through. (Robert Mueller the 3rd’s reign, for example, ran since he became Director of the FBI on Sep 4 2001.)
  
• pays good. Great at the top. Massive budget.budget (- This money comes from your taxes. EcoHealth was 91% bankrolled by govt.)
  
• is an international network of intelligence gathering agents (spies)
  
• collects/analyses/algorithymsalgorithms globo-data - for surveillance - to maintain order.
  
• is powerful.
  
• requires alliances with powerful international monied-organizations -  including bio-defense/weapons research  - whilst keeping tabs on/back-channeling with non-aligned nations.
  
• is global by nature.
  
• entails a concept of the common-good.  It’s actors are dedicated to uphold that - to keep us secure
  
• can’t divulge details of its operations to protect this common-good - or define what the common-good means - due to National Security.

This last one is the fundamental Catch-22 politics that lies at the heart of every National Security organization:

We are empowered to act covertly to secure the common-good.

Which is where we get to the no evidence is evidence part.

Here's my conspiracy theory:

(a) Wellcome Trust  - &/+ Bill&Melinda - tick all the above boxes (only difference is they have a private endowment) thereby qualifying as Private Security Organizations/Scio-tech.  You could throw EcoHealth Alliance in there as well, they are private scio-security players,  though 90% government funded.  Also not nearly in the same league as Wellcome/Bill&Melinda financially.

(b) Undercover of the night, there has been a political alignment between private security operations such as Wellcome - and normal ones - including those of China and the US.  They are all focused on Global Security to together fight anti-globalism - which they view as a common enemy.   If you're an enemy of my enemy ...

(c) The above parties conspired to cover-up the origin of Covid.  Not easy to do - unless you happen to be at the helm of the Science/Security/One-Everything Alliance - 20 years on from its 911/Anthrax mega-growth spurt to the frightening mass of unaccountable power/money it is today...

(d) Motive: save Globalization from the crippling blowback that would result from the truth:  One Health scientists, our saviours, caused Covid.   Then used Covid - to permanently entrench a bio-state stranglehold.  Due to Covid.   Yes - it's a circular argument.
